Marking a major shift in her coaching journey, the former England youth boss has resigned her post with the England WU23 national team to be appointed head coach for National Women’s Soccer League expansion side Bay FC.

Fresh Beginnings

Coates succeeds Albertin Montoya, who guided the California club during its debut two seasons in the premier American league. Montoya had revealed in September his intention to step down at the end of the 2025 campaign, a season which saw Bay FC finish second-bottom in the league standings.

“My time with the FA has been incredible my time with the FA,” commented Coates. “It has been instrumental in my development both in my career and as an individual. This feels like the right moment to test my abilities in a fresh challenge.”

Track Record of Success

During her tenure in 2023, Coates oversaw the England U23s through matches including a 1-0 victory over Norway in the continental competition and a 4-2 friendly defeat to the United States. Making the move alongside her to the United States is her England assistant, Gemma Davies, a former Aston Villa manager in the English top division.

Kay Cossington, a former FA women’s technical director, spoke highly of Coates's qualifications: “Emma is not only an superb manager, but she also has a proven track record of developing players to compete at the highest levels.”

“Her leadership qualities are exceptional of teams and environments and has the strategic outlook we were searching for,” the CEO stated.

Bay FC's Journey

Bay FC experienced a rollercoaster start to its NWSL existence, securing a playoff spot and losing in the playoffs in its debut season before facing difficulties to a near-bottom placement in 2025.

The new FA women’s technical director, Gavin Step, offered thanks to the outgoing coaches: “Our gratitude goes to Emma and Gemma for their contributions and extend our best wishes with their new challenge. They have played a pivotal part in bolstering the progression route between the young Lionesses and the first team.”

“Their work has directly impacted the development of many promising talents who have earned call-ups to senior Lionesses,” he finished.

Pathway Success

After succeeding Mo Marley in 2023, Coates has been integral to the promotion of a number of players to the national team, including midfielder Lucia Kendall—who recently scored her first Lionesses goal—and forwards Michelle Agyemang and Aggie Beever-Jones.

An extensive process for new U23 coaching staff is now underway, as the FA looks to continue the growth of the Women’s Under-23s setup in the coming years.
