American Brokers Ukraine Negotiations in the UAE as White House Seeks for Peace Deal
Diplomatic talks including US, Moscow, and Ukrainian officials began in Abu Dhabi this week, marking the latest stage in efforts to broker a ceasefire deal to conclude the ongoing conflict in the region.
High-Level Delegates and Initial Talks
US Army official the US representative reportedly met with a Moscow team on the eve of the talks, with discussions continuing into the following day.
“Negotiations are advancing smoothly with continued optimism. He is working in tight alignment with Washington as discussions unfold,” an official representative stated.
The Ukrainian top intelligence official, Kyrylo Budanov, was also expected to participate in the proceedings, though it remained unclear whether face-to-face engagement with Russian representatives would happen or if distinct bilateral meetings would be conducted.
Membership of the Russian group was uncertain. “We cannot provide details. Our position is to monitor press coverage,” a Kremlin representative informed official outlets.

The current talks come after prior discussions in Switzerland where American and Kyiv officials revised a draft American plan for resolving the war.
Russia has not yet endorsed the most recent draft of the proposal and is unlikely to agree to many of the Ukrainian changes.
Russia’s foreign minister, Sergei Lavrov, emphasized that any modified agreement must embody the “intent and text” of what was agreed during earlier high-level talks between both countries.
International Responses and Concerns
EU officials are reportedly struggling to stay engaged in the process as US officials drive the efforts.
The Finnish leader, a European figure, who has emerged as a primary contact between the US and European officials, stated that the immediate future would be crucial in efforts to find a resolution.
He reportedly held discussions with Volodymyr Zelenskyy and the alliance representatives, emphasizing that “The future of Ukraine is for Ukraine to decide, and with European security falling under Europe’s purview.”
At the same time, the France’s leader, Emmanuel Macron, warned against a settlement that would represent a “surrender” for the nation.
“What was put on the table gives us an idea of what would be acceptable for the Russians. But does this imply it should be endorsed by Ukraine and Europe? Certainly not,” he declared.
Details of the Initial American Plan
American plan was originally made up of multiple articles and was based on dialog between US and Russian representatives, with contributions from Kyiv security authorities.
Major aspects of the plan allegedly involved:
- Ukraine relinquishing areas currently occupied by Moscow
- Additional zones that would be expected to be willingly surrendered
- Restrictions on the size of the military forces
- Immunity for all parties in the war regarding violations
Latest Developments and Ongoing Challenges
American representative allegedly traveled to the Ukrainian capital to brief the Ukrainian president on the proposal and urge quick approval.
This demand, combined with the disclosure of the plan, apparently shocked Ukrainian and European authorities.
Zelenskyy reportedly that the country was facing one of the most difficult moments in its existence and was being forced to decide between “surrendering honor or sacrificing a vital partner.”
Subsequently, the US official informed alliance representatives on the proposal in Kyiv, with one participant labeling it as “a nightmare meeting” and stating that EU ambassadors were shocked by both the content and manner of the presentation.
The US administration later moderated its position, stating that the 28-point proposal was an “starting position for talks” rather than a definitive demand.
Military Situation Amid Talks
While peace talks continue, Moscow has continued its regular attacks on Ukrainian cities.
Russian forces allegedly fired dozens of projectiles and many of drones at targets in and around the capital, as stated by Kyiv sources.
The Ukrainian president emphasized that Moscow must not feel it could win the conflict while negotiations were ongoing.
“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Pressure on Russia must deliver results,” he stated.
Kyiv’s leader reported that seven people had been fatally injured in the recent assault on the capital.
